In your plugin's pkgmeta file, add the following.

externals:
 libs/LibNameplate-1.0:
  url: svn://svn.wowace.com/wow/libnameplate-1-0/mainline/trunk/LibNameplate-1.0
  tag: latest

That will pull LibNameplate's latest tagged version into the "libs" folder in your plugin's folder. I recommend pulling the tagged version because it's likely to be more stable then the latest alpha version out.
