GrimStonemaul be nice. These authors are providing these addons to the community to further the community. I did not know the command either but I simply looked in the readme file that comes with most addons it will show you how to use it. Like Kaiganeru said it is /ctnt which is also found in the readme of the addon.

The command is /ctnt and the addon's author says he will update it sometime this week.

I've been using NoteTarget for a long time but now Cartographer does not seem to play nice with it. It doesnt even recognize it. I get not error messages or anything. Its like I never even installed it. Please help!

I have the same problem. I have tried with only Cartographer addons enabled. The slash command doesn't work and NoteTarget options do not display with other Cartographer options.
