Add cities as a filter option, mainly cause mobus just showed me a limitation in the current design, where cities can be thrown in "classic" filter even if they are in range to scan cataclysm rares (ie mobus from stormwind)

remove dataminer, so it doesn't override custom defaults, i'll port dataminer updates from noraml release when he runs runs it. Until i can find a way to patch some of the mobs that are in wrong location on wowhead into right location, too many of em that are wrong

Data update for mobus changes. he can now set off scanners from 4 zones away (this is not BS, you'll see)
