refine sync sound option to still allow them from party members, since often times we get sync before group target and what not and don't want to exclude syncs for mobs that are probably near by.

comment out CRITERIA_UPDATE for now, it's a cpu hog and causes massive game lag when a lot of quest objectives fire at once (such as bombing quests for mantid)
