Fix vignette scanning. disable throttle on vignettes, vignettes are always antispammed by unique spawn ID.

Pass at using vignette IDs and GUIDs for filtering instead of zone, with zone being fallback.
This should allow, for example, a furyshell which spawns every 30 seconds, to warn for new ones without hitting filter. (assuming you didn't ignore the annoying ass turtle).
