Tagging v3.1.3

David Lynch:
    - Rerun miner, so the old BC rares don't show up on Draenor. :P
    - Don't lossily store zones as strings while mining
    - Add the Ashran quartermasters to the faction ignore lists
    - With vignettes, having known locations matters less. So re-mine without stripping unknown-location rares.
    - The 7 mount mobs. Which aren't rare-flagged, but what is one to do?
    - Quest-known counts as 'achieved' for handynotes setting purposes
    - Click target: fix portrait setting, move close button
    - Tone down the glow-flash slightly
