Tagging v3.2

David Lynch:
    - Close a loophole in the tooltip-scanner
    - Pick up new rares (mostly: Arachnis)
    - Add miner option to force-refresh the NPC lists but not the NPCs themselves
    - For quest rares without an achievement, color the tooltip properly
    - Don't mount-announce the Hellbane rares; they're not rare enough
    - Flag world-map scanned vignettes differently
    - Quest mobs: correct tooltip
    - Tooltips: mention if quest-flag is known and completed
    - Hellbane

    - Run dataminer for 6.2 changes
