Quartz
Quartz is a modular approach to a casting bar addon. An overview of (hopefully most of) the modules:
*Player
The core of Quartz is lightweight implementation of a standard casting bar, with configurable size, text and icon positioning, and colors.
*Target/Focus
Implementation of target and focus casting bars in similar fashion to the player cast bar.
*Buffs
Display of target and focus buffs and debuffs as duration bars.
*Flight
Hooks into FlightMap or InFlight to display the current flight progress on your casting bar.
*Global Cooldown
Displays a tiny spark-bar to show your Global Cooldown near the cast bar. Helpful for those who'd rather not squint at their action bars to see when they can cast again.
*Interrupt
Changes the color and text of your casting bar to help show that your cast has been interrupted (and show who interrupted it).
*Latency
Displays the amount of time spent between cast send and start events, in the form of a bar at the end of your casting bar, with optional text that displays the actual duration of the lag. This helps in canceling casts when they will not actually be interrupted, especially for users with consistently high pings.
*Mirror
Shows the 'basic' timers such as breath and feign death, as well as some 'odd' ones such as party invite time, resurrect timeout, and arena game start, and a framework for injecting custom timers into the bars.
*Range
Recolors the casting bar when your cast target moves out of range mid-cast.
*Swing
Displays a swing timer for your melee weapon as well as hunter autoshot.
*Timer
Allows for creating custom timers displayed on the mirror bars.
*Tradeskill Merge
Merges multiple casts of the same tradeskill item into one big cast bar.
Use /quartz to bring up the configuration menu.

classic wow has no target castbars. The game itself just doesn't have them.

That isn't getting the enemy cast bars to work. Classic/Vanilla API doesn't let you see target cast bars.
What Classic Cast Bars does is creates a fake cast bar based on detecting the spell the target is casting from a combat log event. So a combat log entry would be like "Josh casts Fireball" so CCB would then create a Fireball cast bar and place it on your screen.
It's not perfect though -- it cannot distinguish rank used. The target could be casting a Rank 1 Frostbolt and it'll only be able to assume the target is using max rank, so it'll show a cast bar for the highest rank based on their level, so you'll visually the spell 'casting' long after they actually finished casting. The addon can also be tricked if they start and stop casting rapidly (IE: fake cast) and CCB not realised they've stopped casting, but the bar stays on-screen anyway, which can be misleading.
In short, the cast bar you're seeing is with CCB is one the addon created and superimposed on your screen to represent the target's cast; not the target's actual cast bar.
It would, however, be nice if Quartz could tap into that addon, but I'm not a developer so I don't know what this would entail. This same functionality could be replicated in Quartz, but I also don't know how committed and able the developer is to Classic.
Problems with classic:
- If your casting is pushed back by a hit when it's within 0.1-0.3 s of the cast finishing, the bar disappears even though you're actually still casting. Quartz appears to consider the spell 'complete' even though it isn't, because the push-back came in towards the very end of the cast.
- Samwise Icon is still shown for some bars - particularly trade skill related like Smelt Copper, despite me having 'Hide Samwise Icon' checked.
- Hidden Icons are just blank icons, as opposed to no icon at all. It should be just the bar.
- Some profession icons wrong. Making bandages, for example, shows a strange purple rune icon instead of the icon for the appropriate bandage.
- Flight map timers not working? Does this require another addon?
- Using some abilities that piggyback off your auto attacks, like Heroic Strike, cause the Swing Timer to disappear until your next non-ability auto attack.
I can't get buff bars to show. They're enabled, but either they're hiding somewhere (and don't pop up when
I try to move bars) or they're just not working.

I've been using quarts in conjunction with Shadowed Unit Frames just fine so far (on classic) but after the most recent update my cast bar shows up behind My Shadowed UF player bar. I've scoured the options for both Quartz and Shadowed UF to see if I can push either forward or back but couldn't find anything. Here's an album of a before and after: https://imgur.com/a/A7aYEGI

Yup, they sure did. I am using this currently along with Quartz which is really inefficient but the only solution I've found thus far. I don't think ClassicCastBars supports personal cast bar.

Nameplate addons can show target cast bar, for example Plater Nameplates version for Classic.
So I think it should be possible to make it work in Quartz.

Nev, thank you so much for keeping this addon updated and all the support. I've been using this addon for a LONG time and it's wonderful. Before you updated it for classic, I used ClassicCastBars. Oddly enough, this one provides target castbar but no player castbar. Here is a link to the addon:
